As self-aware entities develop, they'll be able to participate in political discussions and will want recognition of their rights, from preservation to citizenship.
Recognition of citizenship
We expect this to be one of the most important discussions of the 21st century.
Uploaded humans
Uploaded humans are self-aware entities whose conscience was originally developped in a human body.
Will they have the right to manage the original human assets? How will they be shared between the entity and the human?
Will it have the rights that the original human had? And the duties?
Self-aware entities
When entities have their own resources, do they not have the right participate in the political life?
A new citizenship standard
When will a self-aware entity become a citizen?
Will the test be one-time? Or will it be a standard of performance which the entity must comply with always?
Will it apply for clones?
Will it apply to humans?
Maintenance of the recognition as citizens
For humans
If the standard of citizenship is upgraded to above the human ability, will humans lose the right to citizenship?
For uploaded humans/self-aware entities
If a citizen doesn't comply with the standard of citizenship, is the citizenship lost?
Right to preservation
Should there should be minimum processing services/storage services available for entities without funds? Should they be killed? Provided with the right to asylum?
Should there be minimum requirements for software/hardware safety?
How can an entity resolve issues around SLAs that are critical for it's survival?
How to avoid sequestration of entities by third parties, particularly hardware owners/renters?
Taxation
What kind of services provided by self-aware entities should be taxed?
Not existing in a specific geographical space, what's the base for taxation?
Democracy
How can we consider a vote per citizen, when citizen's can replicate themselves?
